What was needed, said Mr Calderon, was to redesign these institutions
so that they could respond more quickly to events as they unfolded.
”It’s obvious that the current process of offering and distributing
credit, which takes months and, in general, years, should be much more
flexible,” he said during a press conference Thursday night with a
reduced group of foreign media.

Of course, by multilateral, Mr. Calderon means financial institutions
that have loans covering more than one bean field.
